Fuel

The Secretary for Environment may, through APCO, make regulations in respect of types of fuel and materials that may evolve air pollutant. (1)


The Air Pollution Control (Motor Vehicle Fuel) Regulation 1994 sets out the specifications of liquid motor vehicle fuel to be used in motor vehicles and prohibits the sale of leaded petrol. The prohibition of the sale of leaded fuel and the control of the supply of unleaded fuel are dealt with in the Air Pollution Control (Motor Vehicle Fuel) Regulations. Euro V diesel is exempted and a lower duty has been imposed on ultra-low sulphur diesel under the Dutiable Commodities Ordinance. (1)


Vehicle emission standard

Licensing and regulation of motor vehicles generally is dealt with under the Road Traffic Ordinance; in particular, testing may be done to ensure compliance with vehicle emission standards. Standards for vehicle emissions are set by the Secretary for Environment under the Air Pollution Control (Vehicle Design Standards)(Emission) Regulations, whilst retrofitting of pre-Euro diesel vehicles with emission reduction devices is dealt with under the Air Pollution Control (Emission Reduction Devices for Vehicles) Regulation 2003. Emissions of smoke, fumes, vapour, sparks and grit from motor vehicles are regulated under the Road Transport Ordinance. Under the Road Traffic (Construction and Maintenance of Vehicles) Regulations, all motor vehicles must be constructed and maintained so they do not emit excessive smoke or visible vapour. (1)


Electric vehicle

The Motor Vehicles (First Registration Tax) Ordinance was enacted so first registration tax is not payable for motor vehicles propelled solely by electric power and do not emit any exhaust. (1)


Connection with the Air Quality Objectives

Motor vehicle emission controls are unconnected with the AQOs. (2)
