Emissions capping and trading scheme

Emissions from the generation of electricity are regulated by Part IVB of APCO as ‘specified licences’. From 2010, specified licences will be allocated a quantity of emission allowances. (1)

Breach of the allowed quantity of emissions leads to criminal liability and fines for excessive emissions. Adjustments can be made in emissions allowances and surplus allowances can be carried forward one year. (1)

Emission allowances are allocated for the purpose of attaining and maintaining, though not necessarily requiring compliance with the AQOs. (2)
