In July of 2009, the Hong Kong Government launched a consultation on the review of the Air Quality Objectives.


Hong Kong’s Air Quality Objectives lag behind other countries in two aspects: they allow for much higher concentration levels of key pollutants; and they do not provide for assessment of fine suspended particulates (PM2.5), which have greater adverse impact on human health than PM10. [1]


The Government proposed that the new AQOs should be set with a view to protecting public health. It was also proposed that the WHO Air Quality Guidelines will be taken as a long term goal. The AQOs however, would be set with reference to a mixture of both the WHO Guidelines and the Interim Targets. [1]


AQOs for three pollutants, NO2, CO and Pb, are proposed to be set at the level of the WHO Guidelines. For SO2, it was proposed that the AQO be set at the level of WHO Interim Target-1. For PM10, it was proposed that the AQO be set at WHO IT-2, whilst for PM2.5, the new AQO is proposed to be set at WHO IT-1. For O3, the AQO was proposed to be WHO IT-1. [1]


The Government also proposed that the Air Quality Objectives be reviewed no less than every five years.


A series of measures has also been proposed by the Government for the purposes of reducing air pollution emissions.
