The Council for Sustainable Development has called for money from the budget surplus to protect environment. The Council surveyed over 81,000 respondents from June to October and found 77% supported increasing transport costs for cleaner air, 76% felt public transport should be used as much as possible, 42% backed electronic road pricing, and approximately half preferred a colour alert system on polluted days. The Social Sciences Research Center of HKU, who analysed the results, said they show that most people are in favour of the ‘polluter pays’ principle.
