At the International Business Chamber, the business community’s recruiting fears were reflected by ECA International’s recommendation that companies recruiting expatriates to work in Hong Kong should offer a 10% hardship allowance. ECA International is a global human-resources firm; the recommendation was based on a worldwide survey of living conditions in 257 cities: Hong Kong ranked behind Singapore and three Japanese cities.
