In 1989, the Ozone Layer Protection Ordinance was enacted to control the import and export of ozone depleting substances. Hong Kong has made progress in phasing out ozone depleting substances through a quota and licensing system. In 1994, halon imports were banned for local consumption. In 1995, methylbromide imports were restricted to local quarantine and pre-shipment applications only. In 1996, bans on importing CFCs, carbon tetrachloride, HBFCs, etc were introduced and control of HCFC imports began as well. After the enactment of the Ozone Layer Protection Ordinance, the consumption of ozone depleting substances has been decreasing to a rather low level. (1)
